It was at on November 29 in Guwahati during the 49th All India Conference of Director General/Inspector General of Police Meet that the Prime Minister Narendra Modi first introduced the concept of SMART policing. He described SMART as Sensitive and Strict, Modern with Mobility, Alert and Accountable, Reliable and Responsive, and Trained and techno-savvy. Giving a head start to the dream of SMART policing, Union Home Minister Rajnath Singh has given directives to establish at least one model SMART police station in each state of India.
States have been asked to give their proposals in this regard
Rajnath Singh has asked state governments to put forward their proposals regarding the location and features of such SMART police stations latest by 31 January 2015. To help state governments in this regard, the Ministry of Home Affairs has even decided to allocate funds to all sates for setting up of these SMART police stations. Beginning with one such police station, the MHA plans to coordinate with state governments to establish many more SMART police stations in short time period.
Government is desirous of participation of private sector
Government plans to involve private sector in this endeavor. All big private sector companies undertake activities as part of their Corporate Social Responsibility. These organizations would be encouraged to invest money and effort towards setting up of SMART police stations as such a police force will ultimately prove beneficial to the entire society. Government hopes that SMART police stations would become foundation stones for all police stations. The image of police force and personnel has taken a severe beating in the last few years and common people feel afraid to reach police stations. Government plans a total transformation in the image of the police department through these SMART police stations.
It is the desire of the present government to have police stations that are citizen friendly. Police officers should be sensitive and responsive. People should never feel afraid of police personnel and ready to approach them whenever they are in trouble. In addition to these goals, SMART police stations would also have funds to look after the welfare needs of the personnel posted there.
Features proposed in a SMART police station
- It would have all basic amenities for the visitors such as drinking water, clean toilets, nice waiting area, and reception with a courteous person to receive the visitors.
- Rest rooms for personnel inside the police station with separate rooms for men and women constables
- These police stations would have good ventilation with provision for natural lighting. They will also be energy efficient with solar lighting and other energy saving devices.
- SMART police stations would be fitted with CCTV to record behavior of the police force towards the common people.
- These stations would have secure rooms for keeping armory.
- They would also have record rooms and communications room to keep wireless and other communication devices.
- These stations would have machines that would enable people to file complaints. There would be a system to look after these complaints and also to take follow up action.
Government feels that police stations are the basic functional units of the police department and they should be comfortable and should give a nice and secure feeling to the people. If these police stations are smart, they would help police personnel to discharge their duties in a more efficient and effective manner. Also, it is these police stations that remain the first places where common people go to file their complaints.
